I've used CS2 and now have CS5. Someone asked me a question about Elements 7 yesterday and I am unsure how to respond. Can you use assorted 'actions' in E7? -a midnight sepia action for example..?

I use Canon gear...have several bodies and lenses and am quite pleased with them.

I know that Elements 9 can run actions that have been created in Photoshop, but can't create them. I don't know about version 7. On version 9 it is in the Editor workspace, under the Guided Edit tab. There is a section called Automated Actions > Action Player. If you don't see anything like that in version 7 then it probably can't.

Just turned on my laptop and booted into the Windows partition, where I have Photoshop Elements 7 installed. Indeed, version 7 does have the Action Player under the Guided Edit tab. So, Elements 7 should be able to run actions provided they have been created elsewhere.

...provided, of course, the action doesn't include steps that call for the use of features that PSE lacks.
