Sorry for the newbie question, but seems like this changes quite often and hoping to find the newest and latest.

Im an amateur who just takes pics of my kids, vacations, etc. I like for them to look really good though. Im not an expert by any means, but I can kinda find my away around PS. I have PS, Elements and Lightroom. I like the presets Lightroom comes with, but Id like more.

Im curious what are the best (even if they cost some money) presets that I can add into Lightroom or PS?

this is a photographer my wife's friends have used and my wife really likes the "look" of these photos.. Curious if anyone has any ideas on how I can mimic some of my own work to have these looks

That's like asking, "What's the best kind of ice cream?"

Seriously, in addition to the presets that Adobe provides with LR there are thousands of them on the 'net - some free and some for money (if you are a sucker). Try them out or better yet, roll your own. There's no magic in presets, they are just a collection of slider positions. Learn the program, experiment with the sliders, when you stumble across something you like save it as a preset.

I'm an "expose to the right" shooter" that really pushes the envelope and open images in LR without any presets applied to maintain that ETTR.
