I was reading about improving my PP workflow and came across monitor calibration. I used the windows 7 calibration wizard to make some slight changes and it looks better. But I swear I am somewhat color blind because when I change my reds, greens, and blues to make gray actually gray it is always seems there's a red green or a blue tint to it.

I don't want to spend $70 or $250 on a one time use screen calibrator (once you set it it's done right?) but if I'm wrong and should buy one which do you prefer for basic calibration and can you use for LCD tv's too??

No, you need to calibrate your monitor on a regular basis, as monitors age, backlights fade, and calibration settings "drift" I re-do mine about every 5 weeks. Monitor calibrators are not made for TV use, but DataColor has a specific TV product.

If you're buying an off the shelf calibration kit, I'd suggest the X-Rite EyeOne Display 2.

You need to understand that calibration (adjusting your monitor to certain target values that determine brightness and contrast as well as color) is just half the story. The second half is that the software creates a profile of your monitor's performance which is essential for programs like Photoshop, DPP and many others to enable their color management capabilities. Your monitor driver may have installed a generic "canned" profile, but it will not be accurate.

After owning my 7d for almost 2 months now and struggling with color accuracy, especially skins tones, it's time for me to get serious about calibrating my monitor. Problem is that I currently do all my post processing on my laptop since I don't have a good desktop. That will be my next purchase soon. I'm glad I found this thread. So now, it's off to see which calibration kit will work for my needs.
