Suppose I would like to shoot a rapidly-moving river to get a blurred effect. The problem: in order to shoot at a sufficiently-slow shutter speed, the camera's aperture cannot be stopped down small enough to get the proper exposure. Is there a way to get the proper exposure short of waiting for lighting conditions to change or manipulation in post-production? Thank you.

Depends on the lens.
Focal Length: 160.0mm Aperture: f/40.0 Exposure Time: 0.100 s (1/10) ISO equiv: 100 Exposure Bias: none Metering Mode: Matrix Exposure: shutter priority (semi-auto) White Balance: Auto Flash Fired: No Color Space: sRGB This came from a Canon 70-300mm image stabilizer lens. The first step should be to discover your lens' smallest aperture and start from there.
