I actually did a bit of global recovery on the highlights and to me it looks like it changed only her skin, rather than everything else on the image; isn't this the effect he should be after?

Don't get me wrong, I'm not questioning your opinion, I'm just trying to learn how the pros think :) Because if it were I fixing the picture, I would just do some global highlights recovery (until the red disappears from her skin) and then touch his sleeve corners with a very small adjustment brush and a bit of brightness or exposure (whichever works best). I'm just trying to find out why would you create two new layers for such small adjustments?

The problem here is that the shadow details are underexposed. If you globally brighten
the image to brighten those details, this will also brighten the overexposed highlights
(which you don't want to do).

So you need to make local adjustments -- brightening that applies only to the
shadow details, darkening that applies only to the highlights. For this you need
to use layer masks.

That would work, but it would be more difficult, because you'd have to paint precisely around the edges of the man's jacket. It's much easier (and more precise) to generate two exposures from ACR and use layer masks inside Photoshop.

Hey guys I applied all of your advice this weekend. It gave me much better results! i looked my histogram and added fill flash!
