I have a 1000D and a 430EX II and all i need is a transceiver for the shoe on my camera right? The flash has the wireless built into it. What would you recommend?

That depends on if you want to be wired or if you want the wireless operation.
You need both the transceiver and receiver to go wireless. If you want to go the cheaper route via sync cord is the way to start.

You could either use an ETTL cord or use Canon's ST-E2 wireless transmitter. There are cheaper options but they won't let you use ETTL.

The flash does....to an extent.

It can be used wirelessly with a 7D, 60D or one of the newer cameras with built in flash control. Since you have a 1000D, you will need both a tranceiver (body) and a receiver (flash). I suggest going with a long E-TTL cord.

If you want to what your friend was doing with the 7D, you can get the Canon ST-E2 and have the same function. Of course, it really depends on what capabilities you want. If you just want the ability to have the flash fire, cheap radio triggers could do it. If you need communication between the flash and camera to get the right amount of flash (E-TTL), then it starts getting expensive (ST-E2, or E-TTL capable radio triggers) or cumbersome (long wires)

Also depends on what "off camera" means to you? Are you just wanting to relocate the flash off the hot shoe, in which case a flash bracket and the cable already mentioned is what's required. Or are you wanting to mount the flash on a stand, monopod etc. for more flexibility, in which case wireless would offer the most flexibility.

Best, Bruce

i was thinking about getting this for now for a learning experience with lighting. Not worried about ETTL use right now. Ill be getting a 7d this fall so i wont need these. this is just for practice.

You won't have any sort of ETTL capability with these - It will basically be "camera tells transmitter to flash, transmitter tells flash to flash". You'll have to use manual settings on your 430ex.
