For example, like this picture, the skater was further away, roughly about the same shutter speed (1/25), and you can tell the background was a little less blurry

Spot on. Background blur depends on how fast the camera is moving (to track the subject) compared to the stationary background. A slow moving (walking subject) results in less blur that a car or scooter.

Don't give up. The key is to smoothly track the subject and to keep going as you press the shutter - don't press the shutter and stop panning, you need to follow through.

Another tip is that if you are having trouble keeping the auto focus point over them while panning, set the camera to manual focus with a decent depth of field (f8) and pre-focus on the road/path your subjects will be moving along.

Agreed - and if fitted or possible to adapt*, use an optical viewfinder (not live view on the back of the camera), with elbows against rib cage and pivoting smoothly from the waist.

*My now-deceased RX100 Mk ii didn't have a viewfinder so I fitted an optical turret to the hot shoe when needing to pan.

As an additional technique that works reliably for me (who is lucky to be able bodied) when panning horizontally in either direction; I plant my feet so that the lead foot is pointing about 20 degrees past where where the target will be on shooting it, and the rear foot is at about 40 degrees to the lead foot (so circa 20 degrees before the target shooting point) and with a gap equivalent to about two feet in between. Rear leg straightish, and the front leg bent a little and taking most of the load.

Edited to add an example from my gallery. The described technique was used (mine and Dan Marchant's, pre-focus included).
