Water resistance would be nice but the rest of things you listed are not needed in many of their primes and will only increase the price considerably. Don't look a list of don't have but look at their optical quality which is phenomenal.
The 35mm could use some work but the 85mm and 135mm are perfect and not in need of any of the things you listed.
Updating your very best products always make the best business sense. Not only have you recovered from your previous investment, you are leveraging on something that already prove to be a big seller. So there you have the business justification.
As for the technical justification, some of the features are good to have but there are others that should be there already given that we live in 2011. Eg will be faster focusing, ditch the electronic manual focus (on 85L), have a piece of rubber and call it weather-sealed? These are simple engineering improvement given today's standard.
If Canon would want to increase the price for these kind of improvement and call it a Mk II, then by all means I will go ahead to get the mk I which should have a price drop via mk II market pressure. If the price is around there, then we benefitted more since we already are convinced of the Mk I capability.
Given the fact that they are the very best lenses that Canon have and can produced, its only a matter of time others catch up if they don't do anything about it. The 70-200 f2.8 is a good example of this mentality.
My feel is that they will be updated. I just dunno when
