I believe that is a Swainson's hawk, though if taken in the NE it is out of it's normal range. Swainson's hawk (external link)

Possibly a rough-legged hawk (external link)m but looks more like the Swainson's.

Looking at that shot again, I think I was wrong. I really believe Bill is correct in calling it a Swainson's hawk.

It was found in Colorado- I probably should list location for my images. Thank you for the ID. In my case, NE = Nebraska.
