If you're liberal with your definition of local, yes  B35A6772 by Eric, on FlickrSummer's also a good time to find Brown Pelicans along there, as well. Occasional whale watching can be done on a few migrating packs that'll come up the river mouth to feed for a bit, as well. Being up North there, though, you can also get regularly good opportunities with these guys just across the border, in Delta, BC. I got a bunch like this around July 4th a few years back down on the Columbia River, on the WA side from Astoria, OR. They tend to show up down that way at that time of year and hunt/scavenge the tide lines; which brings them low and close so that you can shoot less "from below" and get better angles. This one was part of the same group:
