Can I use a 430 ex as a slave off my 60D's internal flash for wireless off camera use or do I need to have the 430 ex II? Thanks for your time.

The 430ex will work in the canon wireless system just like the 430exII.

Yes. 430EX is fine.

The main difference I think is that the 430EXMkII can be controlled from the camera's flash menu, whereas the 430EX has to be controlled directly from the back of the gun. Personally, I find the latter easier.
