I read the t2i did not have them but the t3i did. Why would I care about that? What's it for? Thanks.

Simply put, a flash right on top of the lens is perhaps the worst place to put one. Having the ability to light a room by placing flashes where you want the light is a nice bonus. But you have to have some interest in studio style lighting to worry about it.
