Strange Shadows

This shot (external link) was taken in Av mode at 1.3 seconds and I set the internal flash to fire to light up the foreground. At first when I looked at this, I though there was a shadow cast on the background by the flash.. but that made no sense. What appears to be a shadow was caused by the wind blowing the reeds, which are darker than the background except at the instant the flash fired.

BTW.. I need a new tripod :(

Was it really that windy? 1.3s exposure isn't that long. Yes, I tripod would help.

Yes, it was a fairly windy day. This was taken along the Delaware Bay where wind is the norm.
