Rotating images w/XP

I uploaded an image that was shot in portrait mode.

When I used the XP built in rotate command (right-click, rotate) I got a warning that due to the size of the image, the image quality would be degraded if I did the rotate.

I didn't do it, and wondered what this is all about.

Rotating my 1600x1200 Oly images never resulted in such a message.
