The way I look at it is work is slow, they're giving you something to do and still paying you. Don't push your luck.

You load sixteen tons, what do you get?
Another day older and deeper in debt.
Saint Peter, don't you call me, 'cause I can't go;
I owe my soul to the company store.

Or they could send him home without pay, GtrPlyr... He is not being forced to do anything that he is not wanting to do, he is not hurting your business, and he already has a plan for his equipment usage/compensation.

Boss: We're a little slow, but if you want I can have you take some photos to keep you busy. Everyone says you enjoy photography and I hear you have quite the eye.

OP: Sounds good, but I need copyright rights and the going rate for photographers doing this is about $75/hour. Plus, there's wear and tear on my equipment, so I need compensation for that or you can buy me some.

Boss: On second thought, just plan on doing 20 hours a week until business picks up.

Wow. You guys have some imaginations...you left out getting despondent over being downsized, becoming a drunk then losing his home, family and life savings.
But I could be wrong.
OP, besides the photography thing, is work being slow going to threatened your job? If so, is this photography thing a way to save it?

I'll let you find some song lyrics to describe that. :)

Currently on top of my normal duties. Work is slow, thus the opportunity. Any PP work I do at home counts towards my 40 hour work week.

That is excellent compensation. If you think you deserve more compensation, take your time in post. And now they are paying you to learn, so when you do the work take your time, be methodical.

And when you say work is slow and they let you do this, then I thin you are starting to push things by asking for money in the form of gear on top of everything they are doing for you now.

No, I'm not losing my job but it gives me the chance to do something I love while doing some good for the company besides spending half the week on the internet :). However, I still don't think I should have to give up my personal property for the companies benefit.

....never assume that they don't know how good you have it. Enjoy the time, glad you get to shoot for part of your living.

Doing something I liked, besides my other job, is how i got my next job.

Take the deal, print up some business cards because people will be asking you, what other type of photos you do.

If you don't take the deal, and stop doing photos for them what happens? how do you look?
