That would be interesting to research. It probably has to do with NY and PA laws. I remember some years back most of the get rich quick scheme crooks were based in Florida because of some lax laws they had there. It's probably similar there. Texas does have jurisdiction over any sale to a person living in Texas. I'm so glad they went after the crooks and hope all other states do the same. I'd be fine with the Federal Government going after them too. If they FBI learned of criminals deliberately defrauding people, I'm fine with agents breaking down doors and arresting people.

Because much of the East Cost is filled with corruption from the top of the government down to the bottom.

It all started with the Mobsters years ago and now you have Russian Mafia, Jewish Mafia, Italian Mafia, Mexican Cartel, Colombian Cartel, Jamaican Posse and many more which all of these groups are based in the upper east coast. Each organization controls different areas within each state and they try to keep what appear to be legitimate operations within the biggest cities where there is plenty of ways to launder dirty money with ease.

I once bought from one of these 'companies' before I ever realized what it was. They ended up charging my cc for stupid stuff, like 80$ for a sd card and 'extras' like that. I called em back and told them to cancel but they said they couldn't because it had shipped. I knew it hadn't shipped because I had only talked to them a few hours before and they said it would be at least 2 days before it could ship. I promptly called my CC company, got a rep on speaker phone to listen to everything this guy said. The CC company actually said they would look out for any other transactions from this company. These guys are complete douches. Sad thing was I wasn't trying to save money I was just trying to buy my wife the camera she wanted for Christmas and they were the only ones with any in stock. The order ended up getting canceled and the cc charges never went through.
They bounce around so much from place to place and person to person it's just too hard to stop them unless they're physically stopped. There's an article somewhere on the net that explains it all, how they work, move, and pretty much screw you over. Crying shame this is public knowledge but the government that's supposed to protect us and their tax money have nothing to do with the situation.

There's definitely no excuse for these fraudsters. Some people are used to wheeling and dealing down to a low price on things like musical instruments, audio equipment, etc. They don't realize that kind of leeway rarely exists with new Canon and Nikon photo gear. Let's never blame the victim. I would love to see the scammers behind bars.
