How could I have shot this better? The sun covered my subject in shade. I should have gone up to the max of 1/4000, right? Turn on a flash high? Comments appreciated!

Perhaps moving a little to the your left would have helped with the flare. It would have been even nicer if he had something to stand on and get closer to the sign.
