Flashes w/stroboscopic capabilities?

I have the Canon 430EX II. It does not have stroboscopic capabilities.

I know the Canon 58EX II does, but right now I cannot justify the cost just for this. Then again, I do want one eventually.

Are there other less expensive flashes currently on the market that do have stroboscopic abilities? I use a Canon 40D, so it would need to be E-TTL, as well. (I think, flash is not my strong point)
