I know all the Promaster's (that are said to be compatible with the LP-E6's) do.

Some cameras, some lenses, plenty of gaffer's tape and beer.

does it properly reset the "shutter count" under the "battery info" panel?

I don't think it has anything to do with the type of charger, more so the chip inside the battery.

Delkin make a universal charger with LP-E6 plates or you could try the ebay clones of the LC-E6.

I know the cheap charger that came with my Ebay unchipped LP-E6 clone battery also charges the genuine Canon LP-E6 without any chip problems.

Why would anybody need that? And I'm not sure.

Careful. I had a Pearstone charger from B&H that ruined one of my OEM Canon lp-e6's. Use knockoff chargers with knockoff batteries is my advice.

You can get the LP-E6E on ebay for $15-20 shipped. It seems to be the same as the LP-E6 charger with a cord insteat of the flip out plug for power.

I use the Delkin charger with the LP-E6 plates and it works fine with both the OEM batteries and the better third-party batteries
