How do I save the image smaller in photoshop, at my lowest setting (0) I cant get the recomended kb to post a photo. Also changing to resolution of 75 does not get me there. Help.

dont worry about resolution worry about saving the right dimensions,it tells you in the uploading section.

It also helps to host them elsewhere. I use Imageshack (external link) and others use Flickr. That way you only have to worry about the dimensions and not the file size.

I can downsize a 40MG TIFF in Elements to POTN accepted levels of say 150KB JPG... at 1024 X 1024......and have a perfectly acceptable image. Need to learn your photo editing software....

Check the Image Posting FAQ in my sig. One thing that makes a huge difference is saving the file without the EXIF information (save for web).
