Is this really how PayPal works?

I don't care to use credit unless i really need it and most of the cards that pay more only offer it on things like gas and groceries. With Paypal i get cash back for paying for just about anything that can be bought with a credit card. I have yet to see many individuals using Google Checkout to sell gear which btw holds a rolling reserve the same as most merchant banks. On top of that you have cross border fees which Paypal is about the only merchant processing which does not charge this.

If you look at the chargeback dispute process for which Google just like any bank or Paypal will almost always side with the buyer. That's how the game works the card associations dictate the terms to the merchant banks who then dictate to the merchants. Every service out there claims to offer seller protections but that's just a crock and there is nothing anyone can do about it.

If a transaction is covered by our Payment Guarantee policy and results in a chargeback, Google will request information from the merchant that is necessary to fight the chargeback. If the merchant provides Google with all requested documentation and information within 10 business days, Google will reimburse the merchant within a week of receiving the information.

'Not as described' or 'defective merchandise' chargeback claims are not covered.

Sounds exactly like the same "Not As Described" loophole which Paypal buyers use to get out of paying for things.

When sellers resolve a buyer dispute amicably through PayPal Dispute Resolution or when they win a PayPal claim, they’re covered against a chargeback on that transaction. To find out more, go to Chargeback Guide (external link) and Chargeback FAQ (external link).

Great PayPal seems perfect for you, but it doesn't mean they are the best. I have extensive experience with them and Google, they both have pros and cons. As to the number of users, ebay rules and the early start of PayPal allows for that user base.

Actually, it says that Google Checkout doesn't have a "not as described" loophole. They don't cover it. Has anyone who's used Google Checkout had any experience with this issue?

Google has ZERO chargeback resolution authority since the card associations and merchant banks make the rules. So it does not matter if the service is Paypal or Joes XYZ Payments they have to do what the merchant banks tell them to do. If not the bank takes it's money from reserves so you cant just not keep a balance as some do with Paypal to play safe. Basically Google Checkout is a clone of 2Checkout which has offered the same thing to those who cant get or afford a merchant account for years.
