Well, first let's clarify a little...
WIll you be shooting portraits of people wearing the jewelry, ie. modelling the jewelry, or shooting portraits and jewelry separately?
DIfferent lighting techniques would be needed, so it's important to know more.
Also tell us something about the jewelry. A lot of jewelry is very reflective, which can make it hard to photograph well.
You can probably do most of the shooting with your 28-135. It's quite close focusing and a pretty capable lens. It would be usable for either portraits or small objects.
Do some advance tests though, if there are small objects (rings, for example) and you need fairly high magnification. You might need a macro lens or, personally, I'd use a Tilt Shift (45mm on a crop sensor camera like yours).
If there are a lot of small items and shots to be done, such as for a catalog or website, it might pay to set up a small stage to work on, perhaps a seamless setup on a table.
Lighting is wide open. There are lots of different possibilities. These days if I were buying studio lighting I'd seriously consider the fluorescent "cool lights" that are available now. They are a continuous light source, so somewhat easier to work with than strobes. (Previously, "hot lights" were the continuous lighting used, but as the name implies, they get hot and use a lot of power.)
With strobes - or a bunch of portable flashes - you might want to use a "light tent" of some sort. That can make it easier, you wouldn't need to get soft boxes and/or umbrellas.
Anything transparent, you will need both soft boxes or umbrellas and black flags. It can also be interesting to light clear things from below. Set clear things agianst a black background.
With models you have to scale everything up and will need more space to work. Then it depends a lot upon if you are shooting full length, seated, head & shoulders, hand models showing jewelry, etc.
Literally, there are four year programs on studio work like this, at places such as Brooks Institute. It sounds simple enough, what you asked... But really could be a huge question! Give us more specifics and maybe we can narrow down our replies.
