I take a P&S camera fishing in kayak and need a camera with the CPL filter inside the compact waterproof housing.
Does Canon have a waterproof P&S with internal filters?
I don't want an external filter attachment, because that means filter is exposed and it is no longer a pocketable camera when external frame for filter is on camera.
Do you know if Canon or other manufacturer makes such with CPL inside camera housing?

Considering how a CPL works, with the user adjusting the strength of the polarizing effect by turning the elements I'm not certain how that would work.

Yep, difference between PL and CPL. I would think that the waterproof capability would be more important to you than having the benefits of a CPL. You can always get some of the effect with careful post-processing...

You can always just get a P&S with an external CPL filter. Powershots have had attachments for external filters for years... Lensmate allows the same for specific models, like the s90 and s95...

Since you need to be able to rotate the polarizer (and for a P&S it doesn't need to be a CPL), what Gonzogolf and MOkoFOko said's pretty much it. If you're not going to be submerging the camera, find a way of holding an external polarizer (linear or circular) in front of a weather-resistant camera. Just get a Kaesemann polarizer for water-resistance.

Apparently not. I find it cute that you neglected to comment on the bits I had concerning external filters and attachments. There is no rule that states a waterproof P&S cannot have an external filter-thread attachment--so I'd say you didn't understand the point I was trying to make. Gather a list of waterproof P&S's, and do an ebay search for attachments. For example, here is one for an SX120:

Even if the external filters get wet, you can always clean them off later.

Unless you're on a waverunner or snorkeling, you shouldn't truly need a waterproof camera. You just have to be careful.

No one expects you to openly thank them for taking the time to comment, but there's absolutely no need for a response of that nature when I'm only trying to help.

I don't have an answer for you, but after a comment like that, I would be surprised if anyone would even bothered helping you at all. MOkoFOko gave you a great response and you gave him garbage in return. Be thankful this is POTN, aka, the most friendly camera forum on the internet, and that you will probably still get an answer from someone else.
