Hot pixels and Photoshop mapping???

A few questions for those "in the know":

Firstly, does Photoshop (CS3) map out dead and/or stuck pixels?

Secondly, I'm getting these white dots in many images, which I'd say are stuck pixels; except I can't get rid of them. They only show up when I open the image in Photoshop, and when I try to clone them out, it is like I did nothing. It is almost as if what I'm trying to replace it is sliding right underneath it. Usually it is on a dark surface like a black t-shirt or something. For the heck of it, I actually used the eraser tool. Didn't work.
The other wonky thing about it is that no matter how much magnification you apply (even at 3200%) it is still the same teeny tiny pinhead size on my screen. I thought it might be my monitor, but I can drag the image around on the screen and the weird pixel follows right along. Anyone have any experience with anything like this? I just had my 7D in for a replacement of the circuit board and would hate to have to send back in again, but I'll do what I have to I guess. Thanks in advance.

Here is an example of what I mean.
The upper half of the image has these dots circled. If I magnify the image in Photoshop (even to 3200%) the dot stays that tiny. It doesn't care how I'm viewing the image, it stays the same size. This makes me believe that it may not be a pixel issue.
The bottom half is what I see if I open up the image with any other photo viewing software (DPP, windows picture viewer, Firefox, etc...)

So I opened a few files on a different computer in CS3 (just like my version), and....no little dots. Seems maybe it is something with either my computer, or my version of CS3. Crazy Stuff.

Been playing with this some more and have discovered that when I drag a guide line into my pic, it wants to snap to these dots. I have no idea what that means, other than they really aren't part of the image and are part of the program??

Run your CS3 in a couple of different screen resolutions and see what happens.
