Question about making "sunburst" style background from scratch

Over a year ago, Scott Kelby or one of his guy's posted a cool tutorial about making a background from scratch. The finished product looked like an old school Japanese Navy flag, like a rays coming from a sun. It started with making a two tone pattern then using a tool to "polarize" it so that it became a circle.

Anyone know what the heck I'm talking about and where I can find it?

I did a search at NAPP for a sunburst background and I think the one you're talking about came up.

Trying to work on something to get the tutorial. You have to be a member to view them and a link takes you to the login page. I was hoping OP was a member of NAPP. I'll get back on this in a bit.
