Spot metering would've helped brighten the subject but would blow out the skies and other parts of the scene and the results would still not be as good as using fill flash.

It doesn't exist in Photoshop 7.0. You have to do it in steps like the method I've outlined before. Photoshop Elements on the other hands does have a Fill Flash command which works very well. Though I prefer the Photoshop method since it preserves the image's contrast better.
