Annoying blue haze

I want to get rid of the horrible blue haze caused by the sky in this picture. Everything is fine except the parts backgrounded by the sky, which all have this hazy blue outline. And the face seems shadowed because of that.

How do I kill the overly bright sky and remove that horrible outline without affecting the parts that have the fence as a background that I think are fine?
