When do you use constant lights?

I saw light kits that were "constant" lights. I mean they were just lights bouncing off umbrellas, no flash, just light bulbs. When do you use those as opposed to a flash? Or vice versa, when do you use a flash and not regular lights? In a studio settings for this question.

I have a continuous light setup consisting of 6 bulbs inside of a 30 inch octagon softbox. Honestly I don't use it much. The only time I have ever pulled it out is to make focusing easier when there isn't enough ambient light. Most continous light systems aren't powerful enough to be your key light.

3. Instances when you have to be able to see what you're doing...

Lights that are LED lights don't give off too much heat, but for studio photography I never use constant lights, or "Hot Lights". It makes subjects sweat, then their makeup runs, makes them uncomfortable, and can sear your skin if you accidentally touch them. I have modeling lights on my studio strobes, so I use them if I need. Video is really the only time, and LED technology is the way to go. Constant lights (especially non-LEDs) for photography aren't really optimal, in my opinion. Too hot/worse adjustability/underpow​ered isn't a great combo.

No, those are probably exclusively flash, they're just triggering them from the camera when they're taking the shot.

Edit: The first few photos of studio setups from the first link are strobes (flash), but on page 6 of the first thread (from peterdoormen), there is a "worklight" (the kind you'd buy at home depot, that is a contant light. Those suckers put out a ton of heat, but are less expensive that strobes. You probably couldn't put an umbrella or softbox in front of that without starting a fire though. Possibly a sheet or scrim at a safe distance...
