I love shooting candids, but I always feel like people are offended, or going to pull out a gat and bus-a-cap in me. Atlanta's like that :(

Go for it. It's addicting :) . Fwiw, I shoot in a very small city and most of the people I shoot I get to know. This particular gent I have known and been trying to get a good shot of for a few years.

Knowing your rights and where you stand in general can be a big help in boosting your confidence and bettering your approach to street photography. Practice is key. These days my street photography is as much about meeting and getting to know my subjects as it is about the images. I most often shoot during our conversations with a wide lens (28mm f/1.8 on an ungripped 5Dc). As far as safety goes, I always stick to places I am comfortable with and I insure my gear.
