They seem like they specifically are for gaming. Would any be appropriate for Photoshop and HD video editing, or are they overkill for that purpose?

IN general,for non-gaming purposes, you wouldn't need more than about a $40-50 card. But, If you were planning on buying PSE9 anyway, getting the GTS450 for only $50 extra is quite a deal. Make sure to check the power supply requirements, though. These higher end cards often need 400-500W PSU and their own power connector. Taylor

I paid $204.99 each for 2x 8800GTS 512MB cards a few years back and here you can get a faster and more power efficient 460GTX 1GB for under $200 which i'd say is a great deal.
