Simply reinstalling wouldn't solve the problem because by default the uninstaller does not remove your Preferences, Settings, etc. You'll either have to reformat your entire hard drive then reinstall or use a good uninstaller program that can trace all dependent/related/left​over files and remove them. One last question. If I deactivate in the menu that will allow me to reactivate it again after reinstalling right? Is there a proper method to reinstall CS?

Yes, make sure you deactivate your Adobe applications before uninstalling them.

"View / Proof Colors". Turn it off. Make sure you don't have that checked. (CMD or CTRL Y
You probably have changed the proof colors in "View / Proof Setup" and that's what you're viewing.
Default is "Working CMYK"

On Edit: Never mind, It probably isn't that. If you had it turned on it would be indicated in the tab. E.g. filename.jpg @ 50% (RGB/8/CMYK)

Softproofing is not enabled. Enabling it makes it look even weirder.

Softproof for "Monitor RGB" should look identical to the save for web example in your screenshot.
If it doesn't, something very weird is going on.

I still think the problem lies in your monitor profile: The image looks good without color management (your save for web dialog and the thumbs in the layers palette)
Easy check: Temporarily set sRGB as your monitor profile in Windows
