Can someone request a refund on ebay

Hi, I recently sold a manfrotto ball head on ebay. I shipped it out the day after it sold as promised. Now the buyer is requesting that if he does not recieve it by tomorrow he wants a refund. He went on to say if he does receive it after the refund he would send it back. Its been about a week and a half since I sent it out from South Korea thru USPS (stationed here so I have an APO address) it does seem to be taking some time but nothing out of the extreme normal, I sent out other items around the same time frame and it took fairly long. So is he able to forcibly request a refund? Sorry I am posting this here but I cant get on ebay on a DOD computer.

When did your eBay item listing say expected delivery date?

He can file a claim through PayPal and PayPal will contact you requesting tracking information. If you have the necessary tracking info, they'll ask him to wait X-amount of days. If it doesn't show after that X-amount of days, they'll refund his money. If you don't have a tracking number, you might out of luck.

Darn. I acutally meant to get a tracking number but had to be in and out quick. All i have are the reciept and a copy of the customs form I filled out.

I dont recall when it was estimated to be delivered. I'll have to check once I get on my home computer.

Always, always, ALWAYS get a tracking number. You will automatically lose any CC chargeback in the event that they claim they never received it. While you can still be protected by paypal seller protections if you can furnish a shipping receipt showing the goods were sent to the intended city, I'm not certain how those rules apply to overseas sellers and international transactions.

As a rule of thumb, it's a good idea to insure everything--but you NEED to get tracking for everything. If you don't, you're taking a major risk of being scammed.

If you refund him before you receive the ballhead, you will never get the ballhead back. Don't put any faith in ebay buyers.
