Can this be done by shooting really high frame per second alone? There must be ton of masking job done in Photoshop.

Very clever and eye-catching without being overblown. I would imagine you can use several captures and edit in the local animated elements with masks, etc. and then export an animated GIF or whatever format you choose for final output.

Here's a quick one I just did to see if I could. Took about 20 minutes.

I took an HD video on a t3i and snapped a photo during capture.
Clipped the animated section I wanted out of the video in premiere. Exported to AVI.
Imported AVI to virtualdub.
Export from virtualdub as GIF.
Open GIF in photoshop as well as my still photo. Copy and paste still photo into GIF on it's own layer, resize/position to line up eyes.
Selected eyes with lasso and feathered selection. Delete selection.
Save for web.

Obviously my head wasn't perfectly still and it is noticeable but this could be corrected by lining up each frame of the GIF.

naterofsask, that's pretty impressive that you even could grasp how to pull that off, not to mention doing it in twenty minutes on a first attempt! 'Course I don't have any experience working with either video or gif animations, so that obviously makes a diff!
