As above. I know everybody want to suck every last photon of light in Milky Way Photography. But one characteristic of all lens is that stopping down just a bit can make image sharper. I wonder is it worth it to stop down to like F3.5 losing a bit of light for sharpness?

F3.5 @ ISO1600 15secs (longest i can go before star trail at my location)
F2.8 @ ISO800 15secs(longest i can go before star trail at my location)

Not to be flip, but try both! Its only 15 seconds. Zoom in and check the image quality and adjust from there. If you're at 17mm you might even be able to get a little more time before trailing is evident.
