What do you all use to enhance blue skies like in the photo below? What kind of filter? UV/haze filters don't cut it in my opinion.

Circular polarizer unless you're aiming right at the sun like the shot above. Otherwise, Lightroom.

This can be done with the graduated filter in lr3, or a real graduated ND filter. After you lower the sky exposure, or increase the flower exposure, you can bring out the blue saturation.
