Is it possible to arrange the order of Facebook Picture Albums?

Is it possible? If so, how?

Yes. Go to your profile page, go to photos, all photos (so that all your albums are showing), and then just drag the albums around.

Same deal applies for photos within an album; just click and drag them around.

And, To relocated a picture to another photo album:
At the top right of the album click Edit Album.
bottom left corner of popup click Edit Photos
Find the photo you want to move, and bellow the Thumbnail select Move To and choose the album you wish to move it to. Then Scroll to the bottom of the page and click Save Changes.
