Why does Photoshop remove my keywords?

Whenever I load an image into Photoshop CS3 that has had keywords edited in something other than Adobe Bridge it doesn't load those keywords, which means they aren't saved again after I've edited the image.

What I'm doing is:
Open folder with RAW files in Bridge,
Append a metadata template with my copyright info,
Append a metadata template with keywords relevant to all of the images,
Do RAW processing and convert to .jpg,
Open folder with .jpg files in Exifer,
Add keywords relevant to individual images (I'm doing motosport so this is car number, car make/model and crew names),
Carry on with whatever other work I have to do on the .jpg files.

If I open the .jpg files in Photoshop only the keywords added using Bridge are listed on the File > File Info screen. IrfanView and Exifer both see the keywords I added using Exifer but PS doesn't.
I also tried adding the keywords with IrfanView instead of Exifer and again, those two pieces of software could see the keywords but PS could not.

I don't particularly want to have to use PS or Bridge to add keywords as they're slow, clumsy and have messy keyword interfaces while Exifer is clean and fast. As it is now I'm using Exifer's backup and restore feature to bring the EXIF and IPTC information back from before Photoshop touched the file but this isn't really ideal.

Has anyone experienced this?

Sorry I can't help with PS not reading or saving the changes made by third party applications. I know it does the same with Canon Zoombrowser also, but I don't really use that anymore anyways.

If you don't mind me asking, What is so slow, clumsy and messy about adding Keywords with Adobe Bridge?
I don't use CS3 but do use CS5 and find using Adobe Bridge quite simple, straightforward, and actually pretty fast for just such things. Especially if I want to add the same keywords to multiple images.
