Yes exactly like that. (Referring to the first image you posted, not the 2nd) I have PS CS4 and also LR 3 but mostly use CS4.

There may be a short cut, but you could simply make a selection on a blank layer and fill with whatever color you wanted, then do a text layer on top of that, flatten, save and then drag it onto any photo you wished, fit it with the transform tool and lower the opacity to taste.

Again..there may be an easier or more direct way; but this should probably work.

You could just create a new transparent document, create your line to whatever width and color of your choice, then add a text layer and save so you can use it on multiple photos. Save it as a PSD so you can edit the text layer if necessary.

For the picture above all I did was create a transparent layer on top the original Image layer then used the brush tool holding down the shift key to draw a straight line from one side to the other setting the brush to the width and color of my choice.
(Solid Brush, Mode = Normal, Opacity = 20% and Spacing = 1%)

You could also adjust the opacity on the layer instead if you choose to, I just find it easier to adjust the opacity on the line as I draw it.

Then created a text layer on top of that and typed in the text placing it over the line, then adjusted the transparency down for the text layer until it was where I liked it.

Yes, you can use the Marque tool to make your selection then Fill. Just as easy to use the brush tool to create the line in one sweep though.

There are probably other ways to do it also. If you're going to use the same thing on multiple images it is advisable to save it, and if you need to edit the text layer save it to a PSD file.

I know in LR you can also create you own templates (Identity Plate) in the Print Module as well as the Web Module.

I use the rectangle tool. Just hold shift and draw a skinny rectangle where you want it and then adjust opacity.
