Trying to install DPP on a PC that's never had DPP installed before. All my stuff is in moving boxes so I can't access the CD that originally came with my 40D. Is there a stand-alone DPP version out there that I can install?

There is a way to disable it checking for an installed version. In mac's installer its done by deleting the update file from it. Not sure what needs to be done on PC, but i bet its something easy like tweaking the registry. Google it.
