Recently I've read a few for sale posts where the sellers indicate "tiny dust spots but does not affect IQ". I was always under the impression that "L" lenses are sealed from the elements. Any comments?

Unless you are talking about the super tele's, no L lens is sealed. You have to add a filter to fully seal it. Even then, many many L lenses have no weather sealing. They are built to tighter tolerances...but not dust immune.

Did not know this, thought all "L's" were sealed against the elements. They were not the super telees but were 17-40L's.

The 17-40 is weather sealed but needs a filter to complete the sealing.

Two L lenses need filters to complete weather sealing; 17-40mm and 50mm f/1.2

As for no L lens is sealed apart from the super tele's is incorrect. Off the top of my head, the 14mm f/2.8L II, 24mm f/1.4L II, 100mm f/2.8L, 8-15mm, 24-105mm, 70-200mm f/2.8 IS II and f/4.0 IS and the big whites are weather sealed as is. Though the not 300mm f/4.0 IS or 400mm f/5.6. There's probably more, but I'm not going to start doing research!

Slight dust in a lens is nothing to worry about anyway. Some even have a tiny bit when brand new and you can guarantee some will find a way in there somehow. Mainly lenses where the rear elements move when focussing or zooming.

Nice to know this, thanks. Now, do you have any suggestions as to where I can get money to buy a couple of L lenses? :-)

The 100-400 for instance is just a big air pump with a leather like seal that will wear and crumble given enough time and temperature extremes. Because dust spots on lens elements are not on the focal plane, they seldom cause image problems unless they're huge goobers.
