I have seen many photos of a location with a lot of people usually birds eye view, that looks like it is a fake setup. Everyone looks like little like they are little models and a lot of the picutre is out of focus except for a very small portion. Is this a TSE- lens? Sorry the only photo I found recently was in flash so I couldn't copy it.

Aye, that's done with tilt-shift lenses! It can be done to ordinary photos in post also. I believe it's done by adjusting the tilt axis, therefore affecting the depth of field.

The 60d has it, it's called the miniature effect :) Pretty cool... but, yeah, I think you can do it with photoshop as well.

Yes, it's called "miniature" and a tilt shift lens can do something similar on camera...

It's not quite the same, but something pretty similar can be done in Photoshop.

I'd just create a duplicate layer from the barckground image, use a strong blur effect on it, then add a mask and use a very soft brush (black) to erase the selective areas I want to be sharp. You can use 100% on the areas you want sharpest, plus a little more, then blend it a bit by turning the brush down to 10 or 15% and restoring the blur to taste by brushing it back on (white). Fast and easy.
