can Premiere do any retouching? other retouching tools?

I've been using Premiere for quite a while but only for really basic editing, and know very little about its more advanced features.

Last week I shot a quick personal piece (external link) and unfortunately didn't realize that there was a hair on my sensor. Is there any way to use Premiere (or something else) to fix this in post?

Easiest way would probably be to do a few cc wire removal effects in after effects (like clone stamp tool in photoshop). Or content aware fill:
