How do you accomplish this shot?

I was looking for some help on how to replicate a shot (still looking for a video sample online)

Essentially you have one person either static or moving in a scene. They are represented in real time yet everything around them (i.e. other people/objects) move much more rapidly

It's iconic where you have your primary character for example sitting on a bench yet everything and everyone around them in the scene is moving rapidly.

Any ideas on how to replicate this? I would assume it involves two takes with the camera on sticks. and then you just speed ramp the second take and overlay it or something in post? Though I've seen the same shot accomplished with what appears to be a dolly move so I really am lost on how it's done

It depends on what type of a effect you're looking for. The easiest way is to do a time lapsy thing where one person is moving/acting slowly then speed it up in post. From Hell has a really neat this type of shot but it used a insanely expensive motion control rig and image compositing.

So what, you film the background objects/people and then just have the main actor sit on a prop from the original scene in front of a green screen?
