How do I create a nice border around an image in Photoshop and automate it to actually create borders on a group of images in a folder?

They are call "Photo Frames"
There are plugins and ATN"s available for creating various styles of frames.

However to do it yourself you can increase the canvas size which will give you a basic frame around the picture. If you want to make a drop shadow there is a little more involved. For that you will have to select the picture and make a new layer via copy, and then with Layer Styles select Drop shadow and adjust it to taste.

Here is a nice little tutorial. Learn how to do this and you can figure out more frame ideas on your own from there.
