Not quite sure what this guy is

I had my camera about 2 weeks, when I saw this guy.
He was sitting on a railing, on a bridge, across a small lake.

Shot with 7D | EF-S 18-200mm f/3.5-5.6 IS
at 1/500, f8, ISO:100, at 175mm

The first photo is the way it came out of the camera.

The second photo, is a digital crop, of the first shot.
