Why aren’t there any new updates or rumors about improved and reliable flash system? (Mainly referring to the Speedlite Transmitter ST-E2)

Probably because there isnt much in the way of functionality to add to the ST-E2. The next generation of product will very likely be a radio frequency system and would be rolled out with the accompanying flashes.

A question: my understanding is that the RF band used is different in almost every country. If so, then it is very difficult for a company like Canon to sell a single RF system internationally. Do you know if this is correct?

That is true to some degree, there are USA and European versions of some of the simple radio triggers. But it certainly be overcome as there seems to be sufficient available bands for Pocket wizard and radio popper to find a range to work in. I'm sure canon would either have to accommodate two standards, or perhaps try to find a frequency outside of the usual consumer electronics ranges that they could get approved prior to introduction.
