There are a few ways you can do it.

1) Image->Canvas size = expand by the size of the border you want, fill with black.
Magic Wand select the black. Layer -> Create new layer (the black should be selected)
Filter -> Blue = Pick the blur that works best

2)Same up to the Filter part. Instead, right click the layer, blending options, Outer/inner glow accordingly, also maybe a slight bevel/emboss?
