Canada's got it to now, have for a few years. If you don't do a certain amount of community hours per grade level they hold you back or something like that. I think the intention is to expose kids to "volunteering" and maybe they'll start doing in on their own accord.

I never had to do it, but I wouldn't have had a problem getting the hours, I did enough on my own.
