High-Speed Sync with Mini TT1 and PW Plus II?

We have two PW Plus II's and a Mini TT1. I was under the impression that this would allow us to use High-Speed Sync with our 430 EX II's off-camera. Am I incorrect? Do we need a Flex TT5 as well?

We're new to OCF. We've watched the videos and tutorials, but this just escapes us. Any help would be appreciated.

No HSS but you can do HyperSync. For HSS you need FlexTT5 on receiving end instead of plsu II.
