I think the S95 and G12 are selling just fine without the incentives. Usually they do these rebates when they need to drum up some sales against what the competition is offering or blow out some overstock. Some of these cameras were pretty high priced compared to the competition.
Both the S95 and G12 had seen their share of rebates during the last program by Canon.
They must indeed be going strong like you said. The LX5 and S95 are both $399,
so competition is tight, but the G12's is actually going up at Amazon - from $489 last week to $503 (still $499 at B&H).
The P7000 is $374, but who would consider that against the mighty G12?

And on an unrelated note, that A2200 looked like a great deal and I was going to order it for the Mrs, but I noticed it doesn't even have IS! I thought that was just a given by now.
Many low-budget cameras don't have IS - I was surprised to find out just like you.
Why not get her an A3300 for just $30 more than the A2200, with IS and x5 zoom?
